Howard Webb, the head of Premier League referees, is examining the possibility of allowing referees to explain some of their decisions to the crowd inside a stadium for the first time, starting from the next season. The International Football Association Board (IFAB) currently has rules that prohibit any discussions between match officials to be broadcast live inside a stadium.
PGMOL, the body responsible for appointing Premier League referees, is advocating for a change in this rule. Despite IFAB’s regulations, PGMOL believes that it may be within the existing rules for referees to explain their decision to the crowd when called over to review an incident on the pitchside monitor.
This would be the only circumstance in which the referee would be allowed to speak directly to the crowd. Howard Webb expressed the desire for this change, acknowledging the opposition from IFAB but also considering the potential scope within the existing rules for referees to explain their decision if it has been changed while reviewing the incident on the screen.
